How can sending someone to jail for puffing a little pot, be considered "tough love"?

Well a lot of people don't always learn by just being told. This is wrong to do. Smoking Pot is wrong. So sometimes people have to find out for themselves and face consequences the HARD WAY!! Tough Love Sometimes people have to learn that way because they won't listen.:)
