Will Manic Panic Shocking Blue show up in my dark hair?

i have extremely dark hair, close to black, and i want to dye my bangs Manic Panic, shocking blue. do i need to bleach it first or will the color still show up (any shade at all) ? I don't want to bleach it so is there any other blue hair colors that will work without bleach is this needs it?
